INGREDIENTS

Heat the oven to 350°F. Line two muffin tins with wrappers. Mix flour, cocoa powder, baking soda, baking powder, and salt in a large bowl.

Cream butter and sugar in a stand mixer using the paddle attachment until frothy. Beat each egg as it is added. Beat in sour cream and vanilla.

Add milk and flour alternately in three steps. Mix in small chocolate chips. Fill each cupcake wrapper ¾ full with batter.
